Upgrading Tor 0.2.0x relays

FYI, if you are running 0.2.0 Tor as a relay, you should upgrade very soon.  
We are going to end-of-life the 0.2.0 branch.  

I emailed all of the 0.2.0x relays with valid contact information this 
morning.
