I tried allowing only 80 and 443 for a while, and still got DMCA notices.

Through trial and error, I think I've figured out that they were often
getting my exit node IP by scraping the public torrent trackers.  I've been
rejecting common public tracker IPs in my exit policy for a few months, and
it's dropped my volume of DMCA complaints a lot.
