[tor-qa] Tor Browser 11.5a13 (Android/Windows/macOS/Linux) is ready for testing

Tor Browser 11.5a13 release candidate packages are available here:

- https://tb-build-05.torproject.org/~richard/builds/alpha/unsigned/11.5a13-build1/

This release sees two new major changes to Tor Browser Desktop:

- Integrated offline Tor Browser Manual at about:manual (no internet connectivity required!)
- Migrated SecureDrop onion alias list handling from HTTPS-Everywhere to our own built-in 
about:rulesets. This feature allows one to connect to an easier to remember onion alias (for example 
2600.securedrop.tor.onion instead of cy6wj77vryhcyh6go576hxycjz4wxlo4s5vevdinkw3armwzty5jozyd.onion 
). Please see https://securedrop.org/directory/ for list of supported SecureDrop instances. Any 
SecureDrop onion alias that works in 11.5a12 should now work in 11.5a13!
