[tor-qa] Tor Browser 11.5 (Android/Windows/macOS/Linux) is ready for testing

Hello!

Tor Browser 11.5 candidate packages are available here:

- https://tb-build-05.torproject.org/~richard/builds/release/unsigned/11.5-build1/

Important features in the 11.5 stable release (desktop only, android only a minor bump):

- new semi-automatic censorship-circumvention flow in about:torconnect
- https-only mode enabled by default
- https-everywhere extension removed
- new about:rulesets page which replaces *.tor.onion functionality previously provided by 
https-everywhere
- reworked about:preferences#connection UX (formerly about:preferences#tor)
- qr codes to share bridge strings
- integrated the tor-browser manual into the browser itself (about:manual)
- a lots of minor fixes!
