[tor-qa] Tor Browser 11.0a9 is ready for testing

Hello!

We are happy to announce the Tor Browser 11.0a9! This is the first alpha
release based on Firefox 91esr.

Packages are available on the Tor Browser download page [0] and from the
distribution directory [1]. We have a relatively short amount of time for
stablizing this version, so please help us identify critical issues [2].
