[tor-qa] Tor Browser 10.0.14 is ready for testing

Hello!

We are happy to announce the first Tor Browser 10.0.14 release candidate
for wider testing. Packages can be found at:

https://people.torproject.org/~sysrqb/builds/10.0.14-build1/

Tor Browser 10.0.14 updates Firefox to verion 78.9.0esr. This version
updates NoScript to 11.2.3, and Tor to 0.4.5.7.

In particular we are looking for testing on all supported Windows
versions due to changes introduced in Firefox.
