[tor-qa] Tor Browser 10.0.10 is ready for testing

Hello!

We are happy to announce the first Tor Browser 10.0.10 release candidate
for wider testing. Packages can be found at:

Tor Browser 10.0.10 backports a patch for tor that increases the
availability of version 3 (v3) onion services. The backported patch will
be included in the next stable tor version, as well.
