[tor-qa] Tor Browser 9.5 is ready for testing (!)

Hello!

We are happy to announce the first Tor Browser 9.5 release candidate
for wider testing. Packages can be found at:

Tor Browser 9.5 is a very exciting update as it is the first stable
release of the 9.5 series.
