[tor-qa] Tor Browser 5.5.5 is ready for testing

Hello,

Tor Browser 5.5.5 is ready for testing and bundles can be found on:

https://people.torproject.org/~gk/builds/5.5.5-build3/

This release updates Firefox to 38.8.0esr which includes major security
fixes. Additionally, we bump NoScript to version 2.9.0.11 and
HTTPS-Everywhere to 5.1.6.

Moreover, we don't advertise our help desk anymore as we are currently
restructuring our user support.
