[tor-qa] Tor Browser 5.0a3 is ready for testing

One noteworthy thing I forgot to mention is that we included an updated
meek as well (version 0.20) that should fix nasty profile error dialogs
visible while Tor Browser is restarting after extension/Tor Browser updates.
