[tor-qa] Tor Browser 4.0.4 is ready for testing

Hi,

Tor Browser 4.0.4 is up for testing. Bundles can be found at:

https://people.torproject.org/~mikeperry/builds/4.0.4/

This release is based on Firefox 31.5.0 ESR and contains updates to
OpenSSL, HTTPS-Everywhere and NoScript as well. It furthermore fixes
meek and NoScript related bugs. The complete changelog is:

   * Update OpenSSL to 1.0.1l
   * Update NoScript to 2.6.9.14

permanent
