Published a blog post to announce the release of Tor Metrics Library 2 [1].

Released Tor Metrics Library versions 1.8.0 [2], 1.8.1 [3], 1.8.2 [4],
1.9.0 [5], and finally 2.0.0 [6] with numerous changes as described in
