[tor-project] Monthly summary of various teams

Hi there!

We miss TwN don't we?

Core tor and tor browser has monthly tags for all the tickets they will
be working every month:

TorCoreTeamYYYYMM
TorBrowserTeamYYYYMM

Works to follow up with these teams work.

TBB sends monthly reports to tor-reports and I do for core tor for
sponsor U reports..

I would be in favor of not creating more overhead of writing reports :)

I am in strong favor of things like the tags above which are easy for
anyone to figure out how to stay informed if they want to. And adds very
little overhead to the team.
