[tor-project] Create tor-users and bringt it to live

Hi,

following up our discussion about tor-talk and tor-users I created the
ticket <URL:https://trac.torproject.org/projects/tor/ticket/19477> as
well as the list itself
<URL:https://lists.torproject.org/cgi-bin/mailman/listinfo/tor-users>.

As a next step I suggest we make an announcement about the existence and
purpose of tor-users as well as the planned fading out of tor-talk. IMHO
this should then be sent to tor-talk and tor-dev.

Could someone of you phrase a nice announcement?
