[tor-packagers] Tor 0.4.2.1-alpha is released!

Hi!

There's a new alpha release available.  (Expect a stable 0.4.1.6
release in a few days.)  You can download it from the usual place at
https://dist.torproject.org/. Please remember to check the signature!
I'll be sending out an official announcement once the website has
updated.
