[tor-packagers] Tor 0.3.5.6-rc is signed and uploaded

Hi, all!

I have just signed and taged Tor 0.3.5.6-rc, and uploaded it to the
usual place at https://dist.torproject.org/ .  Please be sure to check
the signature!
