[tor-mirrors] New Mirror Addition: mirror.torworld.org

Hello Tor people!

We'd like to introduce our mirror and would like to request that it be
added to the live Tor mirrors page. Site and dist are rsynced hourly and
hosted on a stable VM on our own hypervisor. It's accessible via HTTP
and HTTPS, but HTTPS is not forced as suggested.
