[tor-mirrors] Mirror List Update Frequency

Andrew Lewman was the designated maintainer of the Tor Mirror list.
Since he left the Tor Project new people have been assigned to
numerous tasks but it looks like the Tor Mirror list got forgotten.

I will poke around a little to see who runs 'this show' now.
