[tor-mirrors] Dead mirrors

The same at my side, the mirror list @torproject.org appears empty. My
mirror could not possibly have been out of date for over 60 days since
I have a cron job fully rsync-ing it with the master mirror at every 6
hours.

Think this will be soon fixed.
