[tor-mirrors] New mirror: tor.0x3d.lu (http + https)

Hello,

I've set up a mirror in Germany on my server hosted by Server4You. rsync runs every 4 hours, at :10 for the site and :15 for the dist-folder. I don't know if that's ok but https is using a CACert-certificate so most users will probably get an error there.
