No, he did not forget. --exclude 'dist' is run one one time to sync
first, then the 2 crontabs will take care of the website root folder
and dist folder respectively separately.

Maybe rsync://rsync.torproject.org/dist folder does not exist on the
master mirror anymore. If it is available in
https://www.torproject.org/dist this does not mean (!=) it is also
available on rsync://rsync.torproject.org/dist ... rsync is another
daemon listening on a different port with a different config file and
whatever, it is not related to Apache, Nginx or other web server daemon.

P.S. I don't believe Sebastian ever forgets something :))
