[tor-mirrors] New Mirror

Hey Andrew,

thanks for your feedback.
I added some rewrite rules, to exclude the mirrors/ path from the
general redirect.

Please note that my apache server uses hsts so to test you may use
internet epxlorer.
i used ie9 and was able to access the mirror with both, http and https.

all of my other browser are using their previous hsts record and are
redirected to https.
Altough if a user connects for the first time he should be able to acces
the http-site with other browser as well.
