[tor-mirrors] Update to rsync cronjob on running a mirror directions

Thanks to creep.im mirror admin, he/she found a mistake in the
directions:

The correct rsync command is:

rsync -av --delete rsync://rsync.torproject.org/website-mirror
tor-mirror/
