[tor-mirrors] new mirror at university fulda

i have added tor to my rsync server. you could add
rsync://mirror.hs-fulda.org/tor
rsync://mirror.hs-fulda.org/tor/dist
to the list of mirrors

may you could add "asta - hs fulda" to the description line - thanks.
