The three transports meek, ScrambleSuit, and obfs4  were deployed in Tor
Browser roughly at the same time. ScrambleSuit was a predecessor of
obfs4 that also deals with active probing. meek and ScrambleSuit were
first in 4.0-alpha-1 (Aug 2014) and 4.0 (Oct 2014). obfs4 was first in
4.5-alpha1 (Nov 2014) and 4.5 (Apr 2015).
