[tor-dev] specific From: for tor-bugs ML emails (like tor-wiki-changes)

Hi,

I like how tor-wiki-changes ML emails have a specific From: so you can
directly see who made a change without looking into the body of the email.

It would be great if we could get the same level of information into the
From of tor-bugs ML emails.
(currently it is a static string "Tor Bug Tracker & Wiki")
