[tor-dev] Patch meeting today at 1700 UTC; one-time day change for tor dev meeting

Hi!

The weekly tor patch workshop is still 1700 UTC on Tuesdays.  That is
now _noon_ Eastern and 9:00 am Pacific in the US, thanks to our
bizarre timekeeping system.

For this week only, I need to move the day of the tor dev meeting to
**Thursday** at 1330 UTC (8:30 am Eastern) -- my kid has a doctor's
checkup.
