Hi devs,

we're going to have an IRC meeting to discuss next steps for the Weather
rewrite:

  Wednesday, January 22, at 18:00 UTC in #tor-dev on OFTC.

Everyone's invited to join the discussion.  Abhiram, Norbert, and
Oliver, who all stated their interest in the Weather rewrite, already
indicated that they're going to be there.

Possible topics are: briefly introduce ourselves, identify open tasks,
assign tasks for the next week, talk about infrastructure that would
make us more productive, etc.  All that shouldn't take longer than
30--45 minutes.
