moria1 and moria2 still on 0.2.0.25?

Answer one: they're running 0.2.0.25-rc-dev (r14599), which is a
snapshot from the 0.2.0.x branch from right before we committed the
version bump.

Answer two: moria2 isn't a v3 directory authority (though it is a v1,
v2, and hidserv directory authority).

Answer three: questions like this should probably be on or-talk in the
future.
