Proposal: Download consensus documents only when it will be trusted

A completely different approach is that clients do a HEAD /.../consensus
request.  The head would contain X-signed-by: headers.  If the client is
satisfied that a sufficient number of authorities have signed the
consensus it will then proceed to download it using a GET ../consensus
request as it does now.
