DirPort and BandwidthRate

My log shows:
Sep 17 09:32:44.918 [notice] Not advertising DirPort (Reason:
BandwidthRate under 50KB)
Sep 17 09:32:55.968 [notice] Self-testing indicates your ORPort is
reachable from the outside. Excellent. Publishing server descriptor.

Sep 17 09:33:03.643 [notice] Performing bandwidth self-test...done.


My torrc says:
BandwidthRate  51 kb
BandwidthBurst 51 kb

Since the bandwidth self test hasn't been done at the "not
advertising" line, and my torrc states that the bandwidth is enough,
why isn't this working?
