Proposal: Speed up Tor

Hi!  I'm trying to write up some initial comments to Michael_google's
proposal now; please forgive the delay.  Stuff has been really busy.

Just one point:

All of the Tor protocol is documented in the specification documents.

The one with documentation on packet format is
