Export END_CIRC_REASON_* to controller?

Good idea; I'll hack something like that up.  Please remind me if it
isn't in svn some time over the course of the next week.

Alternatively, please feel free to submit a patch.  It shouldn't be
hard at all; the C is pretty straightforward here.
