Directory use a lot of bandwidth

On a tor server that show low load 10 kB I have a directory traffic
 on port 9030 of 40Kb that saturated upstream bandwidth.

Is this a normal situation?
There is a feature to control 9030 bandwidth ?
CLosing 9030 port affect other users ? In which way ?
