Building CVS Tor now requires libevent

The alpha versions of Tor in CVS now require libevent to build.  This
does not affect you unless you build Tor from source.

Switching to libevent will allow us to take advantage of different
platform's high-performance Asynchronous IO notification facilities
(epoll, kpoll, /dev/poll, etc).  It will also remove some bogus
resource limits on Windows, which has no poll() and the worst select()
you could possibly imagine.

The official libevent site is http://www.monkey.org/~provos/libevent/
.  This site is sometimes slow or choppy, however.  I have temporarily
mirrored a copy of the latest libevent version at
http://wangafu.net/~nickm/libevent-1.0a.tar.gz .
