Tor 0.0.8rc2 is out

This second release candidate is going to become 0.0.8, barring any
further bug reports this weekend. Please try it out. :)

Changes from 0.0.8rc1:
  o Make it compile on cygwin again.

    low bandwidth, depending on what properties you care about.
