autoconf probs

I have a recently installed RedHat 8.0 machine running autoconf-2.53-8.

I am getting the following errors when I attempt to create the configure 
file for the onion router:

configure.in:3: error: possibly undefined macro: AM_INIT_AUTOMAKE
configure.in:4: error: possibly undefined macro: AM_CONFIG_HEADER

Anyone have any ideas about this? I am very unfamiliar with the autoconf 
utility,
and I would appreciate any insight at all.
