[tor-consensus-health] Consensus issues

Hi Roger, if there's an issue I'm unaware of it. What that output is
saying is 'This relay was in all five votes. It had the BadExit flag
in two, and lacked the flag in three.'.

If you think that's incorrect or would like DocTor to behave
differently then let me know.
