[community] Is tor summer of privacy no more, scaled back what ?

Hi there!

Tor Summer of Privacy was (so far) a one time only event. We created it
because that year (2015) we were not part of Google Summer of Code so we
put together or own 'summer of privacy'.

But we got back in GSOC in 2016 and 2017. So we didn't do another one.
