    test_options.c: remove weird usage of MaxClientCircuitsPending
    
    Several of our tests assumed that MaxClientCircuitsPending would be
    set to 0 by default, causing the default options not to be
    parseable.  These tests had nothing to do with
    MaxClientCircuitsPending.
