commit 59d6453f589904b51061a18303cc2b24be77d1f0
Author: David Goulet <dgoulet at torproject.org>
Date: Mon Feb 19 11:50:29 2018 -0500

control: HSFETCH does not support v3 yet

The HSFETCH command was not implemented for v3 with prop284 work because of
some engineering complexity and lack of use case.

See ticket #20699 for the rationale.
