    Update GSoC page for 2017
    
    Few changes...
    
      * Update year to be for 2017.
    
      * Change back to 'applying' rather than 'accepted'.
    
      * Dropping the paragraph that discusses tor-assistants at . List is no longer
        available, and the rest of the paragraph doesn't really add much that isn't
        obvious.
    
      * Dropping proposal examples that are now 404s. Mostly this is the melange
        links.
