    fixup! Bug #4234: Use the Firefox Update Process for Tor Browser.
    
    Bug 19316: change update URL from update_2 to update_3
    
    Change the update URL so that 6.5.1 users who don't have SSE available
    are not updated to 7.0 directly when it is avaible.
