commit 506bd6d47c9c003a94eae7132e83b682a53f0bc9
Author: Nick Mathewson <nickm at torproject.org>
Date: Mon Dec 12 10:32:25 2016 -0500

Make NumDirectoryGuards work with the new guard algorithm.

Now that we support NumEntryGuards, NumDirectoryGuards is pretty
    easy to put back in.
