    Remove severely outdated TODO file.
    
    Developers can add reStructured Text (rst) "todo" directives within
    class, function, or method docstrings, like this:
    
        def foo(self, bar):
            """Do a foo to a **bar**.
    
            .. todo: We probably also want to be able to foo both **bar**s
                and **baz**s at the same time.
            """
    
    These "todo"s will be automatically assembled during BridgeDB's HTML
    documentation [0] builds, where they are all listed in the "TODO List"
    section of the index.html [1] page, as well as individually in their
    respective class/function/method documentation (e.g. [2]).
