    Stop crashing when a NULL filename is passed to file_status()
    
    Stop crashing when a NULL filename is passed to file_status(),
    instead, return FN_ERROR.
    Also return FN_ERROR when a zero-length filename is passed to file_status().
    Fixed as part of bug 13111.
