commit 908bd4cee3d3182093005a0d1f4b8aee0a76116e
Author: Nick Mathewson <nickm at torproject.org>
Date: Fri Aug 15 18:05:53 2014 -0400

Remove support for generating consensuses with methods <= 9.

The last patch disabled these; this one removes the code to implement
    them.
