commit d1218e00feeb1d4afc93a105b9a99d38a4ffa841
Author: Damian Johnson <atagar at torproject.org>
Date: Sun Oct 6 23:15:05 2013 -0700

Switching to the https endpoint of www.atagar.com

Now that we have SSL support there's little reason to point to the http
    endpoint.

Tor does not have a method for cycling your IP address. This is on purpose, and done for a couple reasons. The first is that this capability is usually requested for not-so-nice reasons such as ban evasion or SEO. Second, repeated circuit creation puts a very high load on the Tor network, so please don't!

-With all that out of the way, how do you create a new circuit?
