 Assumptions made about what the TPA machine would look like turned out to
 be wrong, and those assumptions are included in the exit-scanner-sys role.
 In order to get the new system running as quickly as possible, the -sys
 role was left broken. This should be fixed before moving on as otherwise
 we are unable to easily create test/dev hosts easily in the future.
