Comment:

 hm. Are there not local resolvers that proxy requests to an upstream DNS-
 over-HTTPS server?  That would be a much simpler interim solution here.

 I'm hoping not to carry our own DNS implementation if we don't have to:
 it's pretty error-prone protocol to implement.
